chore: remove outdated documentation and reference files

- Remove debugging service documentation (DEBUgging_SERVICES.md)
- Remove development logs policy and quick reference guides
- Remove E2E test creation summary
- Remove gift certificate example file
- Remove GitHub pull summary documentation
