fix: update Poetry configuration to modern pyproject.toml format

- Add root pyproject.toml for poetry check in dev_heartbeat.py
- Convert all packages from deprecated [tool.poetry.*] to [project.*] format
- Update aitbc-core, aitbc-sdk, aitbc-crypto, aitbc-agent-sdk packages
- Regenerate poetry.lock files for all packages
- Fix poetry check failing issue in development environment
This resolves the 'poetry check: FAIL' issue in dev_heartbeat.py while
maintaining all package dependencies and build compatibility.

Fixes based on first CI run results:
Workflow fixes:
- python-tests.yml: Add pytest-timeout and click to pip install
(--timeout=30 unrecognized, conftest.py needs click)
- integration-tests.yml: Add click, pytest-timeout to pip install
Fix systemctl status capture (multiline output in subshell)
- systemd-sync.yml: Fix printf output — $(cmd || echo) captures
multiline; use $(cmd) || var=fallback instead
- test_api_endpoints.py: Count 404/405 as reachable in perf test
(APIs return 404 on root but are running)
Missing module fixes:
- aitbc-agent-sdk: Create compute_consumer.py and platform_builder.py
(__init__.py imported them but files didn't exist)
- aitbc-core: Create logging.py module with StructuredLogFormatter,
setup_logger, get_audit_logger (tests existed but module was missing)
Fix __init__.py duplicate imports

1. Coordinator API unnecessary nesting
BEFORE: /apps/coordinator-api/aitbc/api/v1/settlement.py
AFTER: /apps/coordinator-api/src/app/routers/settlement.py
- Moved settlement code to proper router location
- Moved logging.py to main app directory
- Integrated settlement functionality into main FastAPI app
- Removed duplicate /aitbc/ directory
2. AITBC Core package structure
ANALYZED: /packages/py/aitbc-core/src/aitbc/
STATUS: ✅ Kept as-is (proper Python packaging)
- src/aitbc/ is standard Python package structure
- No unnecessary nesting detected
- Follows Poetry best practices
LEGITIMATE DIRECTORIES (NO CHANGES):
