fix: consolidate coordinator-api entrypoints 
- Fix app.py to properly import FastAPI app from main.py
- Remove unused python_13_optimized.py variant
- Ensure single clean entrypoint for coordinator-api service
- Systemd wrapper uses app.main:app which now properly resolves
