AITBC v0.3.9 is a major GPU marketplace persistence release that introduces SQLModel-backed GPU marketplace, comprehensive CLI integration tests, and enhanced marketplace data management. This release establishes persistent storage for GPU marketplace operations with complete data integrity.

- Proxy Client Shim: _ProxyClient shim routes sync httpx.Client calls through Starlette TestClient
- API Key Validator: APIKeyValidator monkey-patch bypasses stale key sets from cross-suite sys.modules flushes
- Coverage: Covers client (submit/status/cancel), miner (register/heartbeat/poll), admin (stats/jobs/miners), marketplace GPU (9 tests), explorer, payments, end-to-end lifecycle
- Test Results: 208/208 tests pass when run together with billing + GPU marketplace + CLI unit tests
